The Law of National Waters indicates the possibility of assigning water rights between individuals, but it is not mentioned that this transmission should be free of charge, thereby causing a “Water Black Market” where the water concession titles are bought and sold.

The National Water Commission (CONAGUA) must authorize such transmissions, but to this day it has not been able to properly regulate and supervise such transmissions. Nonetheless, it has created the so-called WATER BANKS, to give reliable information to those interested and avoiding such payments.
