Constitutionally, all the water in the Mexican territory belongs to the Nation. The National Water Law expressly states that individuals must have a concession title granted by the National Water Commission (CONAGUA) in order to use the water resource for their benefit, whether underground or surface water. The exception is for domestic use, provided that the extraction of such resource is done by manual and non-mechanical means.
