Several accords and decrees are modified derived from the entry into force of the New LIGIE.

Why the modifications?
In order to update the tariff items included the accords and decrees, under the modified tariff items established in the New LIGIE.
The above, in order to correctly apply the RRNA and/or the preferential IGI rates to the corresponding goods.
Which accords and decrees are modified?
1. The following accords that establish RRNA:
· Accords that establish the import and export quotas.
· Accord that establishes the goods subject to regulation by the CICOPLAFEST.
· Accord that establishes the goods whose export is subject to regulation by the Secretary of Culture.
· Accord that establishes the goods whose importation is subject to regulation by the Secretary of Agriculture and Rural Development.
· Accord that establishes the goods whose import and export is subject to regulation by the Secretary of Health.
· Accord that establishes the goods whose import and export is subject to regulation by the Secretary of Environment and Natural Resources.
· Accord that establishes the goods whose import and export is subject to regulation by the Secretary of Energy.
· Accord by means of which sugar is subject to prior export permit and its maximum exportation quota is established.
· Accord that establishes the steel goods that are subject to prior export permit.
· Accord that establishes the dual-use goods, software, and technologies whose export is subject to regulation by SECON.
· Accord by means of which the SECON issues General Rules and Criteria on Foreign Trade matters.
· Accord that establishes the goods whose import and export is subject to regulation by the Secretary of National Defense.
2. The following accords and decrees that establish the IGI rate applicable to goods originating from several countries with which Mexico has subscribed trade agreements.
· Decree that establishes the applicable IGI rate for goods originating from North America.
· Accord that establishes the preferential duty rates applicable to Cuba.
· Accord that establishes the preferential duty rates applicable to Brazil.
· Accord that establishes the IGI rate applicable to goods originating from the states of the European Free Trade Association.
· Accord that establishes the IGI rate applicable to goods originating from Israel.
· Accord that establishes the IGI rate applicable to goods originating from Panama.
· Accord that establishes the IGI rate applicable to goods originating from Chile.
· Accord that establishes the IGI rate applicable to goods originating from the countries members of the Pacific Alliance.
· Accord that establishes the IGI rate applicable to goods originating from Bolivia.
· Accord that establishes the IGI rate applicable to goods originating from Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua.
· Accord that establishes the IGI rate applicable to goods originating from the European Community, the Principality of Andorra and the Republic of San Marino.
· Accord that establishes the IGI rate applicable to goods originating from Peru.
· Accord that establishes the IGI rate applicable to goods originating from Japan.
· Accord that establishes the IGI rate applicable to goods originating from the region formed by Mexico, Australia, Brunei, Canada, Chile, Japan, Malaysia, New Zealand, Peru, Singapore, and Vietnam.
· Accord that establishes the IGI rate applicable to goods originating from Uruguay.
· Accord that establishes the IGI rate applicable to goods originating from Colombia.
· Accord that establishes the preferential duty rates of the Accord No 7 of cooperation and exchange of goods in the cultural, educational and scientific areas.
· Accord that establishes the preferential duty rates applicable for Ecuador.
· Accord that establishes the preferential duty rates of the Regional Accord No 3 in favor of Paraguay.
· Accord that establishes the preferential duty rates of the Regional Accord No 4 regarding the regional preferential duties.
· Accord that establishes the preferential duty rates of the Appendix II of the Economic Complementation Accord No 55.
· Accord that establishes the preferential duty rates of the Appendix IV of the Economic Complementation Accord No 55.
· Accord that establishes the preferential duty rates of the fifteenth protocol of the Economic Complementation Accord No 6, entered into with Argentina.
· Accord that establishes the preferential duty rates of the Appendix I of the Economic Complementation Accord No 55.
What will happen to the import and export permits and authorizations issued before the entry into force of the New LIGIE?
The permits and authorizations issued before December 28, 2020, which included tariff items from the previous LIGIE, will continue to be effective until their expiration.
The above is provided only if the description indicated in the import/export permit or authorization, allows the authority to correlate the goods with the import/export permits and authorizations.
As of which date do the RRNA have to be complied for tariff items that were not previously subject to their compliance?
The goods that were not previously subject to RRNA, but due to the modifications of the New LIGIE are now, must comply with the applicable RRNA as of January 18, 2021.
